Staffing requirements should consider hours of operations in the heatmap

Today, staffing requirements show on the heatmap even for hours that are outside of operation. This makes it difficult to tell how much headcount you actually need during the times you're open since it's accounting for requirements during hours that aren't in operation + creates visual confusion/clutter

We now support the ability to set required staffing to 0 outside of business hours .
This will affect both the Staffing Timeline and the Staffing Heatmaps report.
Note: Business hours can only be configured at the account level. This also doesn't do any rollover of async demand outside of business hours.

I believe this also creates additional headcount needs and hours in our Required numbers. This paints an inaccurate view of what hours and FTE is actually needed.
