Expose Schedule Assistant runs and draft schedule staffing via MCP

I'd like to use the Assembled MCP to review the impact of a Schedule Assistant run before publishing. To do that, the MCP needs access to:
- Staffing for any scheduler: scheduled, required, and net staffing for draft schedules, so I can compare them with the source schedule.
- Schedule Assistant run history: each run's target and source schedule, date range, agents, rules applied, who ran it, and when.
- Changes made by each run: events added, removed, or modified, with before and after times.
All of this should be filterable by queue, site, or team, so I can ask questions like "How did this run change net staffing for Tier 1 next week?"
