Allow expired event change requests to still be approved

Pain point: Sometimes, the day of, if a manager sees a request after the shift has already started but they have the intention of still approving.
Either don't segment expired requests to a separate page, but instead label them as expired while allowing the same functionality OR segment them as they are, but still allow them to be approved / rejected OR have a time window whereby recently expired requests can still be actioned

Currently, requests submitted prior to a scheduled event will expire once the event occurs.
• Schedule Change Requests can be submitted for changes to past events.
• This means that expired requests require resubmission.
• We would prefer that the request not expire and remain active until decisioned or exceeds the constraint window based on the permission rules.

The option to approve/deny the request even though it has expired would be very helpful. (or not have them expire at all)

Agree, we lose both functionality and visibility when these expire. We need to be able to either reinstate them or move them automatically to show as a retroactive change.
