Allow admins to delete, deactivate, or hide agent states

Agent states created via the customer's contact data integration cannot currently be deleted, deactivated, or hidden once they are synced into Assembled. This creates long-term clutter and reporting noise when teams create temporary or test agent statuses.
Proposed Solution
Provide admins with one or more of the following options:
- Delete agent states that are no longer needed
- Deactivate or archive agent states so they no longer appear in the UI or mappings
